Edit: Nevermind this was an obvious case of not enabling XML documentation in the other projects

I have been having a problem with one of my projects where the <summary> documentation is being entirely ignored.  Both SandcastleUI and DocProject will generate the CHM file and it has all the classes, methods, etc. but nothing from the comments themselvs.  Any idea what might be the cause?  Here is a sample class:

	// NOTE: If you change the interface name "IDomainService" here, you must also update the reference to "IDomainService" in Web.config.
	/// <summary>
	/// Provides the service methods to execute commands against the core domain model
	/// </summary>
	[ServiceContract(Namespace = "http://visioncritical.com/incentive/v1")]
	public interface IDomainService
	{
		/// <summary>
		/// Saves a program to the domain
		/// </summary>
		/// <param name="context">The context of the WCF request</param>
		/// <param name="request">Program values to be saved</param>
		/// <returns>A <see cref="ProgramSaveResponse"/> containing the program Id and success/failure info</returns>
		[OperationContract]
		ProgramSaveResponse SaveProgram(RequestContext context, ProgramSaveRequest request);

		/// <summary>
		/// Assocates a study with a program
		/// </summary>
		/// <param name="context">The context of the WCF request</param>
		/// <param name="request">Details of the Study and Program to be associated</param>
		/// <returns>A <see cref="AssociateStudyToProgramResponse"/> with success/failure info</returns>
		[OperationContract]
		AssociateStudyToProgramResponse AssociateStudyToProgram(RequestContext context, AssociateStudyToProgramRequest request);

		/// <summary>

		/// <returns>A <see cref="DisassociateStudyFromProgramResponse"/> with success/failure info</returns>
		[OperationContract]
		DisassociateStudyFromProgramResponse DisassociateStudyFromProgram(RequestContext context, DisassociateStudyFromProgramRequest request);

		/// <summary>

		/// <param name="context">The context of the WCF request</param>
